Why medical Entrance Exams in India are so confusing?

yes it is because of limited seat, diversity and number of students. But it shouldn't confuse if you have a clear concept in subject and practice well from different MCQ books. Practice more question make you closer to less confuse.

Focus on Government Medical College near to your home town. For MBBS college is not so much important. College from where you do Postgraduation is more important than MBBS. If you want to move abroad after MBBS than prefer a college in Delhi.
