Carbon has 4 electrons in its outer shell; it shares those electrons with other elements to form either a single, double or triple bond. This allows Carbon to form a large number of organic compounds with hydrogen as the main element.

Can fire produced by oil be controlled by water? How?

no. as oil is lighter than water it will start floating on water. best way is to spread sand or cover the mouth of container with some thick cloth .
