A transition element will have incompletely filled d orbital and forms more than one stable ions. Scandium is a d block element but not at all a transition element because when it loses 2 electrons from s orbital and and only one electron from d orbital it will become stable due to the electronic configuration of noble gas . And also Zinc have full d orbitals. So Zinc also is considered as a d block element but not a transition element
