First, let me tell you, there is no "pass" or "fail" score band in IELTS.
People appearing in this Exam generally aim for 6 -6.5 bands as that qualifies you for admission in most institutes in Canada. However, 7 to 8 bands are necessary for scholarship in institutes in the US and the UK.
But, it is advisable to aim for a higher band. As we all know that higher your score the more doors would you find open for you and that means more opportunities.

First, I would like to remind you is that it is not necessary to speak fast. It is essential to be fluent.
You can improve your fluency in English by these following steps:
1. Find out a specific area you would like to speak or find the exact topic you need to talk.
2. Start reading articles or newspaper and books of your interest on that topic & talking points to talk about it.
3. Try to talk about a particular topic every day.
4. Then record audios and share it with someone who will give genuine feedback. Maybe to your friends or even standing in front of the mirror.
5. Once you start talking non-stop without break or hesitation on a specific topic, then start correcting your grammar and structure.
6. Try to get someone expert enough to check your grammar and sentence or usage speak in English.
7. Last but not least is PRACTICE, PRACTICE, PRACTICE
I feel by following these steps; you can speak English fluently.
