yes you can learn DBMS AND RDBMS without any Java training, but if you want use Data base in Java then you have to learn as well as DBMS.

Yes, why not? Both are separate technologies that come together only when you want to build a new component or new technology or application (Such as a Web Application). You can learn them individually without any problem whatsoever.
