Not always, it depends on the domain.
For example, if your domain is [1, 6], then yes x/x = 1
But if the domain is (- infty, infty), then for values like infty it is not defined.

The expression x/x is equal to 1 only when x is not equal to 0. Division by zero is undefined in mathematics. Therefore, when x=0, the expression is not equal to 1.
