It can help you till an extent since it depends on what you are listening to. The dictation should be rich in content and vocabulary relevant to IELTS. That way you could get more practice. Listening to random topics will help but it will take longer to improve.

For writing, dictation can help you in learning better vocabulary and sentence structure, however, it should not be made a habit. For listening, it does not help. Instead, one must watch English movies with subtitles.
