You could take exam when you are prepared for it and it is for study abroad purpose .if one is planning to go abroad for higher studies than this exam is needed to get visa.

IELTs, is a test that is conducted as a generic overseas government intelligence check. It is primarily given when one wishes to migrate abroad, it uses common knowledge to assist the understanding and language for the candidate.

You need to give IELTS for immigation to foreign countries and for admission to universities/colleges abroad. Best time to take the IELTS is at least two months before you apply for the immigration or study process.
