IELTS and TOEFL are standardised tests of English language proficiency for non-native English language speaker wishing to entrol in English speaking countries like US, UK, AUSTRALIA, NZ, CANADA etc For US TOEFL is the better option
No, its not true as now a days almost all universities accept both TOEFL and IELTS.. So a students needs to look at the university website to decide on which is recommended
