Is it possible to go from 390 to 670-720 on the GMAT in 6 months? If so how?

It's absolutely possible. You first have to analyze the reasons for your low performance in your first attempt. Then, make your basics clear, understand the strategies involved and practice. Yes, six months is fairly enough.
