The University of Cambridge does not conduct IELTS test, but the university creates the test and deliver it to IELTS Australia who in turn allow British council and IDP Australia to facilitate the same examination all over the world.
It means the test does not belong to Cambridge, British council or IDP Australia. Later two organisations are the facilitator of the test owned by IELTS; hence the test is the same all over the world.
