Of course, if you look around, you'll see many examples where people who are deaf since birth are fluent in multiple languages. So, yes, a deaf person can learn French, German, Chinese, Hindi. Spanish or any other foreign language. Moreover, you already mentioned that the person understands English, so it will be an added advantage for him/her as he/she already knows how to learn a new language. As the world evolved, we have already discovered several appropriate ways to differently-abled people to learn new things. Moreover, we all know when one of the senses of a person fails to work, it results in the sharpening the rest. So, deaf people can learn as many languages as they want. Their capabilities and intelligence range are as same as the rest of the people. Deafness is absolutely not a barrier to learning any new language. However, this disability may affect the speed of the learning process and to speak the language with the correct intonation since he/she can't hear. Obviously, there are challenges as learning a new language from scratch itself is challenging even for people who are not blind. But, that doesn't mean deaf people are unable to learn or write a new language. Being deaf doesn't make them lose their ability to speak either. Hope this answer help! read less
