You have not mentioned the exact skills you want to acquire or the field in which you want to enhance your skills. Still, these basic tips are generic and can apply across functions :
1. Study: Academic knowledge creates a big difference in your aptitude towards a particular subject. Go for a course related to the field of your interest. A vast number of online courses are available at free or very affordable prices on various e-learning portals like EDX, Coursera, Udemy etc.
2. Work: Try to gain hands-on experience by getting a full-time/part-time job in your field of interest. Without experience, you may begin as a fresher, and the pay may be less, but you are earning while learning.
3. Focussed Research / Self-study: The Internet has tossed the information gap, and on a click of a button, you can get a lot of information. More often than not, these kinds of searches on the internet throw such myriad and vast information at you that before even you know, you find yourself lost in ocean of data and the whole exercise doesn't add much value. To harness the power of the internet, learn to filter out the junk, and focus on quality material that would actually add value. As of now, I can cite Wikipedia, Quora, and Reddit as some comparably better sources.

I can relate to the problem you are sharing. Few tips to help you hear and speak more of English:
1. English Buddy: You can choose 1-3 friends who can act as your 'English Buddy', with whom you shall converse in English only. Basically, the idea is to get people to talk to you in English. This idea creates a safe zone wherein you can talk as much as you can, and this shall add value to both you and your friend.
2. English Web-series: Indian web series are great, but they don't do much towards improving your English. Watch a few American web-series. They are entertaining and addictive and will also help you improve your listening as well as sentence construction and pronunciation. Try to watch without subtitles, but if you fail to comprehend, do use subtitles till the time you get comfortable.
3. English News only
4. This is most important - People in this stage of life feel that if they unnecessarily speak English, they will be subject to ridicule, especially when they feel that their English is not up to the mark. Shed off this embarrassment and speak more and more of English irrespective of whether you feel the environment is appropriate. These people and situations are a temporary phase in your life. The value you will be adding to yourself by way of improved English communication will be a permanent value add to your life. So, forget about what others think and get going with speaking English irrespective of the environment.
