Why do so many people lack effective communication skills?

Professional with 30 years experience in Well Known Corporates and Top Education Institutes.

One thing is, althought we are all born with the most basic communication skills( describing+ explaining and asking+ checking), we are generally discouraged from practicing them. So, we dint lack basic skills, we just don't practice.
