Nitrogen have stable half filled p orbital configuration. So it do not want to loose it's electron from p orbital and high ionization enthalpy while Oxygen have 4 electron in p orbital so it wants to gain half filled configuration like nitrogen, so it loose electron easily so it have low ionization enthalpy.
