Nitrogen have stable half filled p orbital configuration. So it do not want to loose it's electron from p orbital and high ionization enthalpy while Oxygen have 4 electron in p orbital so it wants to gain half filled configuration like nitrogen, so it loose electron easily so it have low ionization enthalpy.
Similarly nitrogen do not want to take electron because it is already stable so it have positive electron gain enthalpy while oxygen is not stable and want to take electron to make stable configuration therefore oxygen have negative electron gain enthalpy.
