Fluorine is smaller in size and hence when the electron approaches fluorine, it does not have more space to accomodate more electrons and also it have highly negative electron cloud. Thus, it does not accept electron easily and hence the energy emitted on addition of electron is less in case of fluorine...

Chemistry

Fluorine has 7 valance electrons and it is smaller in size. So the electron density high around the atom. Addition of electron causes a repelsion between electrons. Therefore it has less tendency to gain electron
