Fluorine is smaller in size and hence when the electron approaches fluorine, it does not have more space to accomodate more electrons and also it have highly negative electron cloud. Dear student, Phosphorous has 4 valence electrons present in 3s2 3p3 configuration. For it to have covalency of 5, it need to have valence obitals along with 5 valence electrons. Phosphorous has 4 valence electrons present in 3s2 3p3 configuration.

For it to have covalency of 5, it need to have valence obitals along with 5 valence electrons.

Thus, phosphorous has five valence electrons also it has empty d orbital in the third shell which can be used to have the covalency of five.

It forms an excited state with one electron in each of the five orbitals, that is in 3s, 3p and one of the 3d orbital.

Therefore, it has covalency more than 4

Same is applicable for Sulphur since it has 6 valence electrons.
