Its nucleophile substition reaction whr OH replace Br and formed propan-1-ol plus KBr in case of aqueous mediem Bt in alcoholic KOH gives elimination reaction to give propene
Comments

Aq kOH is alkaline in nature so it gives hydroxide ion which is a nucleophile to replace halide(bromide in this case) and form alcohols. Alcholic KOH produces base which is stronger than OH ion,so here it brings about elimination reaction. So with Aq KOH alcohols are formed & the reaction is nucleophilic...

Aqueous KOH releases mild OH- Which acts nucleophile and substitute the bromide to result 2-propanol, on the othe hand ethanolic KOH releases strong OH- which acts as base to result dehydrobromination gives propene.
