In Java final is the keyword by which you can't extends any class from final class.In C++ you can acheive the same behaviour with friend keyword, by making class as friend class of a class having priavte constructor.

According to me Scope resolution operator(::) is used to define a function outside a class or when we want to use a global variable but also has a local variable with same name.
