You can Raise it as an Issue in angular github . Step 1 :- Visit angular website Step 2 :- Look for View On Github Button take you to github angularjs Step 3 :- Click on Issues and Raise one

Where should we implement the DOM Manipulation in Angularjs ?
To manipulate the DOM we have directives in Angular JS like ng-show, ng-hide etc. Basically a directive is used to generate the dynamic content i.e., HTML at run time.
