"Analytical Reasoning" by M.K. Pandey, "CSAT Paper-II" by Arihant, and CSAT Manual by Pearson would also supplement "General Studies Paper-II for UPSC Preliminary Examination" by Tata McGraw Hill to prepare well for UPSC CSAT examination to make you good at reasoning, comprehension, and aptitude.

Yes he can apply IAS, IFS, but he/she can't apply for defence job.
