Read books which are to bread and avoid ones whose ROI is poor.
PS: m saying out of my experience as i scored one of the highest marks in GS mains in 2017 and in prleims too

1)Try finishing basic books and NCERTs once. If time doesn't permits at least finish uo reading NCERTs
2) Get into habit of reading newspaper from the present. It will give you a scope of linkage and retaining some of the facts
3)You can prepare notes of NCERTs which will come handy when you start you actual preparations.
4) Go through syllabus of upsc thoroughly, previous year paper of at least 5 years to know the pattern and decide what to study or not.
5) Basic books which you cab study is laxmikant for polity, Sriram Ias for economics, Shankar for environment etc.
