You learn when you are comfortable.

It can be taken in one of the languages mentioned in schedule 8 of Indian constitution.

Optional Kannada Faculty with 7 Years of Teaching Experience

Any candidate who is eligible to appear for the UPSC exam can opt for a regional language as their medium of examination. - The eligibility criteria for the UPSC exam include nationality, age limit, educational qualifications.
