Yes the panel names are there but you will get aware of it at the time of your interview only. You will not be informed about it before.

If I have applied for CS then how I would become an IPS....I separately applied for it..or merit wise I got the department?
On Merit but Option should be there since there are some physical requirement so you may be offered IFS.
