In state is the state where you reside.,out of state is from any other state other than the state where you reside for e.g if you are in Karnataka and want to take tuition from someone in Delhi.

In-state tuition refers to the rate paid by students with a permanent residence in the state in which their university is located. Out-of-state tuition refers to the rate that students coming from outside the state means international students too.

In-state tuition is for the residents or students living in the same state for more than a year, here students will have to pay less than that from an out-state student, who is not a resident of the state and thus not offered subsidized tuition.
