In state is the state where you reside.,out of state is from any other state other than the state where you reside for e.g if you are in Karnataka and want to take tuition from someone in Delhi.

In-state tuition refers to the rate paid by students with a permanent residence in the state in which their university is located. Out-of-state tuition refers to the rate that students coming from outside the state means international students too.
