Yes you can study without TOEFL. However you are eligible to apply for admission in many colleges if you have the score. It improves your chances as there are more options to choose from. There are universities like university of Rice , Arkansas, California etc which do not need the test score there are many others too. Also if you have Bachelors degree in English and your medium of instruction was English you may get lucky and therefore apply to some colleges. US universities have several bridge courses and summer programs for international students. read less
