Well, Speaking is an art. It comes second which language, do you communicate in? The only crucial thing in getting fluency in other languages is to do the practice. You need to create a compulsive environment for developing this skill. Here I mean "compulsive" is to force yourself in the situation where everyone is speaking the language you want to excel.
