Living in UP or any state doesn't matter as far as communication in English is concerned. The point is that to boost your child's morale, encourage him to read and speak in English at home; it doesn't matter even if he says in the wrong vocabulary, sometimes. As time will pass, he shall gain confidence; in addition to that, let him see videos in English, read as much as possible, subscribe to times of India for kids to explore exciting information.
