Most people do not speak English well but can pass as fluent speakers because of their confidence and accent and experience of speaking the language for years. It is the confidence that sets the speakers apart along with grammar knowledge

First of all this is the problem of the people who speak English as their second language. Folks are not habitual of communicate in English on daily basis. Another thing English is considered as a subject by other people who learn this language to get good marks not to improve it as a language
