Why can't I speak to a supervisor in English without being hung up on?

Nothing great happens out of fear, threat, greed feelings dominating your behaviour.. I have found phone audio recorder to be a blessing for many. You could record what you wish to say and listen where you are stuck or fumble and work on that weakness. I have found sending WhatsApp audios to be a very effective in making up of mind of the other person as a curtain raiser read less

If it's not a network problem,then you can work to get a command over English language. You can practice your pronunciations,fluency,clarity and basic communication skills. Speak with confidence and understand the difference between informal and formal language. Happy learning!

The only reason is the lack of confidence. If you feel that you know a particular thing in a greater depth then you will automatically feel good and confident and will not hung up.
