I think what you're asking is why "has been" or "is written" is the right answer when both gives the same meaning. Well, the reason is that, when you change a sentence in active voice to a passive one, you have to follow the tense of the original (active) sentence. For example, if the sentence was "Kalidas wrote this book." then the sentence in passive voice would be "This book was written by Kalidas." Likewise: Kalidas had written this book. (Active) This book had been written by Kalidas. (Passive) Kalidas is writing this book. (Active) This book is being written by Kalidas. (Passive) So, only if the sentence was "Kalidas writes this book." (which, in an actual story or paragraph in practice, is a little odd without any prior context) will the passive voice form be "This book is written by Kalidas." So for your original question, the right answer can only be "This book has been written by Kalidas." read less
