The best way to learn English is only through English. I'm a foreigner and English is my second language. I tried my best to learn English through my native Russian language and it was never successful.
I would recommend you great books called English File by Oxford University Press. These books provide the right mix of language, motivation, and opportunity to get students talking. They really helped me start speaking good English.

In order to learn spoken English quickly at home, you must be ready to invest some money, some time, some hard work and some smart work. There are some must haves:
1. Good command over basic English Grammar
2. Good grasp over situational conversation sentences
3. Need to develop an ear to listen and understand English properly- listen to news, watch movies
4. Some practice of speaking English- in groups/ class or online
6. Use computer technology to speed up learning process- use Skype to practice online with friends
