Yes there are Spelling rules for the use of double consonants and even adding 'e' at the end of the words. You may want to check the spelling rules to understand the ll and le pattern.

Not really. There is a rule for single l and double l. All single syllable words ending in l with a single vowel before the l use a double l. For example:- mill - will - till All single syllable words ending in l with a double vowel before it use a single l. For example:- mail- sail But to be honest English spelling is a bit of a nightmare, even native speakers have problems, not helped by the duality of American and British English spelling. I joined spoken English classes eight times group classes and private classes but no improvement I am failed.
First of all its not your failure, secondly there could be plenty of reasons. I personally highly recommend one to one coaching under proper guidance. Remember if you can write, you can speak as well.

What's the meaning of "blend in with somebody," like in this sentence, “This teacher is capable of blending in with the students.” Does it mean the same as "identify with somebody?"
'Blend in' would mean close to the meaning of mixing up so well so that the person does not stand out. SO the opposite of 'blend in' would be 'stand out' ' be different'. Whereas 'identify with' could mean understands very well and be in sync with.
