I can say that I have a fair idea because I have lived worked, travelled and interacted with them for months at a stretch. They do have decent understanding of English grammar as it is their fisrt language. They do not make basic gender, subject verb agreement or prepositions mistakes like us.

Can't really make a general statement about any country. They do have english as their mother tongue but it's just like us . For ex :Let's suppose you speak hindi , what if i ask you are you good at hindi grammer ? Theres less probability that you actually know hindi grammer.
