Why does TestNG skip tests?

TestNG will print the 1st line of code and skip the rest as soon as it reaches the SkipExecution code. 3rd @Test Method − It is conditional skip. The code checks whether the DataAvailable parameter is True or False. If it is False, it throws SkipException and skips the test.
