General Election: happened after a certain period of time. Like after every 5 years in case of India. By-election: happens after some seat fall vacant due to death of or resignation of elected member.

General elections are held when there is a need to form new Lok sabha or state assembly. Whereas By elections are held when someone from lok sabha or state assembly dies or if there exists any vacancy. General - every 5 years and By before 6 months from the day seat became vacant.
