It's the difference between the electric potential at two points which equals the work done in moving 1 coulomb of charge between the two points in question, measured in Volts or V (which is the SI unit) but that's not a good answer. Imagine moving a unit positive charge against a static electric field. This would require work bring done by an external force which gets stored as the difference in electric potential energy of the unit charge. This difference in the "potential of that unit charge is exactly what voltage difference between two points is!
