Absolutely. Consider a 3-tier app you want to build; tier-1: GUI, tier-2: Business logic and tier-3: a DB. Here is an example of what python modules you could use: for tier-1 you could use Tkinter, tier-2 can use any number of python packages/modules that are freely av., for tier-3 I like Pymongo for MongoDB for data store and retrieval. Once built, there are tools to package and ship it.
