Boron has +3 oxidation state. Hence the valence orbitals 2s, 2p will be empty.
The electrons donated by hydroxide ions go into empty orbitals of 2s and 2p. Becausse we have 4 OH- groups four orbitals (s+p+p+p) will be involved in hybridisation.. Hence sp3 hybridisation or tetrahedral shape.
