Read the newspaper ALOUD for an hour or so every day, describe everything you see around you every day, record your response and listen to it and, of course, find a trainer who will help you with your weaknesses and make sure your strength are highlighted and you are aware of it.

NO you won't be penalized. It just looks at your knowledge of the language and doesn't test for your accent as they realize you are a non-native speaker.
