One of the test takers from my class has taken the test in the city and got an overall good score. Am sure he did well enough in writing because he mentioned he got the necessary points for the PR application which should be around 70!?

NO you won't be penalized. It just looks at your knowledge of the language and doesn't test for your accent as they realize you are a non-native speaker.
