Surgazmic ( Music : vocal, piano, keyboard , recording , programming )

no specific such hard and fast rules as there are 12 notes so there are 12 times 12 possibilites and more that many chord progression is possible so one needs to find a proper teacher to know how to play proper chords

You can learn scales and chords first . Then try learning some simple songs . Lot of resources available on internet or contact a teacher
