It always helps, but it's not really necessary for the tuner to know how to play the Piano too well. He/She must have a thorough understanding of the instrument well, and of course the understanding of pitch .

Not necessarily, Tuning Piano is mechanical task and Playing Piano is an art.

Certified Acoustic Piano Tuner Technician

A tuner would normally play a little bit..but not like a professional. So its not a compulsory criteria. Tuning is done by listening to beats between intervals. He would ideally have knowledge of chord structures and chord progressions
