If the student requires more time to understand the concept, if you have to sit with him only, and not able to take up any other student at that time, you can explain and expect the student to pay more. First, assess the student's calibre,then decide about fees.
Moreover, ICSE and CBSE pattern of the syllabus is not that easy. You must be authoritative in handling numerical problems and other application related topics. Doing justice to the student is more important than justifying why you couldn't deliver up to the expectations of the student.
