yes you can create two x axis and 2 y axis. you have to have a 2 data series to actually avail that option, once you select the data and you have a normal graph you can then select second data series and go to format data series select check box secondary axis and go to format axis select secondary axis...

Select a series of Data and put that onto secondry axis, To put the data on secondry asix select the data point and press CTRL + 1
