You can always target a college in India or abroad. If you are targetting it from India and you are a fresher, still it will do. But think abroad only when you will have significant amount of work experience with you.

CAT vs MAT What is the difference in difficulty level?
Yes there is difference b/w both these exams the difficulty level of CAT is quite high as compare to MAT. Also CAT is conducted once in a year and MAT is four times in a year.
