The sentence is passive. Structure of passive for simple future is( will +be + past participle verb) (will be curtailed).
Simple present passive ( is /am/are+ past participle) (is shut down)
An active sentence can be - if the government shuts down Facebook, it will curtail the freedom of speech.
Remember, a sentence is an active voice when the doer of the action is mentioned as a subject.
Ex- A cat chases a rat.
Cat - subject, chases - action verb , rat - an object
Doer does an action on the object- active voice
A rat is chased by a cat. - passive.
In passive, an object is used in place of a subject.
