How can I know whether this sentence is in the passive voice when the preposition by is missing? Since my tutor instructed me to convert this sentence (which were assumed to be passive voice) into active voice. The sentence reads, " Freedom of speech will be curtailed if Facebook is shut down ". I don't know whether this sentence is active or passive voice. Can I have an answer to this?

Ex- A cat chases a rat. Cat - subject, chases - action verb , rat - an object Doer does an action on the object- active voice A rat is chased by a cat. - passive.In passive, an object is used in place of a subject.I hope it helps as it's a long explanation. read less
