Yes you can learn JavaScript without knowing much about other Language like HTML,CSS or PHP.

You need basic knowledge of HTML and CSS , Better to lear Javascript after HTML and CSS then you will understand easly.

Yes , you can but if you learn html and css first this can help you on your js scripting at web frontend. If you are learning js for backend services like REST API'S there is no need to learn html and css.
